Hardwired Fire Alarm Funding Program

The City of Hastings has passed an ordinance establishing a monitored fire alarm system in mixed occupancy buildings when one of the occupancies is residential.  This ordinance was adopted in an effort to raise the level of fire safety to citizens living in mixed use buildings.  It was seen as a safe and economical alternative to requiring such buildings to install fire suppression sprinklers.  All existing mixed-use buildings must have a monitored fire alarm system installed by May 31, 2009, but matching funds will only be available on a first-come, first- served basis until the available funds have been depleted.

In a continuing effort to support businesses and property owners in Hastings, the City of Hastings applied for and received Community Development Block Grant (CDBG) funds for assisting property owners with the costs to comply with the newly adopted regulation.  Specifically, funds will be made available to match property owners’ costs by 50% up to $2,000.00 per building.

How to apply and receive funds:

  • Read the Program Guidelines
  • Fill-out the Program Pre-application so we can determine eligibility for funding
  • If notified that you are eligible to receive funds, solicit 3 quotes, and have at least 2 preformed. See Fire Alarm Quote Guidelines
    • Prior to selecting which 3 companies will provide bids, determine whether the can pay Davis Bacon Wage Rates and if they are willing to fill-out the required paperwork.  This is a requirement to receive the matching grant funds.
  • After bids are obtained, fill-out the Program Application
  • Begin the fire alarm improvements after signing the Grant Agreement with the Dakota County CDA
  • Submit the following to revive reimbursement:
    • Billing Statement/ Paid Receipt
    • Sworn Contractor’s Statement (documentation showing required work is complete)
    • Completion Certificate from the City of Hastings Building Safely Department
    • Weekly Davis-Bacon Payroll Reports from the contractor
