ECONOMIC DEVELOPMENT AND REDEVELOPMENT

Purpose: The Hastings Economic Development and Redevelopment Authority (HEDRA) offers assistance programs for rehabilitation, redevelopment and industrial development within Hastings.  Rehabilitation means remodeling and reuse of existing residential and commercial buildings.  Redevelopment means assembling and clearing sites for new construction.  HEDRA may issue housing, medical care and industrial revenue bonds for financing qualified projects.

Meetings: The regular meetings of the HEDRA Board are held on the second Thursday of each month at 6 p.m. in City Hall, 101 E. 4th Street.  If you wish to bring a matter to the board, please contact John Grossman to be placed on the agenda, preferably a week early.

Residential property city-wide
Owner-occupied home improvement loans – program and application
Dakota County owner-occupied home improvement loans
Rental housing improvement loans – program and application

Commercial property in redevelopment areas

Commercial loan and interest reduction program. A direct loan or a reduction of interest on loans made by private institutions – program regulations. Property owners should contact HEDRA staff to discuss their plans.

Fire prevention grants.  A grant to help pay the costs of installing a sprinkler system or hard wired alarm system in mixed use buildings.

Historic Rehabilitation Federal Tax Credit for income property.
