Do you need a permit?
Permits are not required for cosmetic improvements such as painting, carpeting, kitchen cabinets, floor covering and normal maintenance or repairs without structural changes.  Roofing, siding, decks, windows, additions, electrical, plumbing, heating are all jobs that need a permit.  Questions regarding whether you need a permit should be directed to the Department of Building Safety staff.

Why do you need a building permit?
Building permits are the means the City of Hastings uses to reduce potential hazards and unsafe construction practices thereby ensuring the public health, safety and welfare.

Why does a building permit help you?
Property insurers may not cover work done without permits and inspections.  Your permit also allows the code official to protect the public by reducing the potential hazards of unsafe construction and ensuring public health, safety and welfare.  Your completed project will meet minimum standards and will be less likely to cause injury to you and others. More information

When don’t you need a permit?
The building code does not require a permit for routine maintenance or minor repair.  However, the work may need to be done by a licensed contractor.  If you have any questions as to whether the work you are considering requires a permit or a licensed contractor, please call us at 651-480-2342.

Do you need to be a licensed plumber to perform plumbing work?
Yes, to perform any plumbing work in the State of Minnesota, a licensed plumber is required.  There is only one exception: owners of single family homes that live in the home are allowed to do their own plumbing work.

Are building handouts available?
The Dept of Building Safety has assembled useful information into various handouts.  These handouts are available to give you general building direction and to give you examples of what is needed for the permit process.

How long will it take to have your plans reviewed?
7-10 working days or less.

How long does it take to get an inspection once you call?
During the slower months, usually within 24 hours of your request.  During the peak season, we try to respond within 24 to 48 hours of your request but it sometimes takes longer.
