City of Hastings Leadership

The Mayor and City Council are the legislative and policy making body for the City of Hastings government. The Mayor is responsible for chairing Council meetings and making various appointments.

The Mayor and six City Councilmembers are elected to alternating four year terms The City of Hastings is divided into four wards.  A Council Member is elected to represent each ward, with two At Large members and the Mayor representing the entire community.  Elections are held in November of the even numbered years. The Mayor and Council are elected to make decisions on behalf of Hastings' approximately 20,000 residents. They adopt and oversee the City's annual budget and set the annual property tax levy as one of the funding sources for the budget. The Mayor and Council also are responsible for policy decisions ranging from land use and subdivision applications to program development and awards of contracts.

In the Council-Administrator form of government, the City Administrator is responsible for carrying out the directions of the Council majority. In this way, the Mayor and Council can focus on "big picture" issues while they oversee the Administrator who manages the day-to-day operations of the City.

Council Meetings - The Hastings City Council meets in regular session to conduct City business on the first and third Monday of each month at 7:00 p.m. Certain holidays may conflict with the regularly scheduled meeting schedule and result in the City Council meeting on the next available day. Agendas for the City Council and Advisory Commission meetings are published in the Hastings Star Gazetteand and are on the City of Hastings website.

Paul Hicks

Mayor HicksMayor Paul Hicks was born and raised in Hastings. He is a 1978 graduate of Hastings High School and graduated from Hamline University in 1982 with a B.A. in Political Science.

Mayor Hicks has volunteered for many organizations including the Hastings Jaycees, Urban Concerns Inc., S.O.A.R., Hastings Alumni Association and Hastings Access Television Corporation. In 1997, he was selected as one of Ten Outstanding Young Minnesotans by the Minnesota Jaycees.
 
He is employed by the Minnesota House of Representatives where he works as an Assistant Supervisor in the Office of the Chief Clerk.

Mayor Hicks served as Chairman of the Parks and Recreation Commission for six years prior to being elected as an at-large member to the Hastings City Council in 1990. He was re-elected in 1994, 1998 and 2002. He was elected Mayor of Hastings in 2006 and re-elected in 2010.

Mayor Hicks does not keep office hours at Hastings City Hall, but he does have a phone at City Hall where residents can leave voicemails (480-2365).  Email mayorhicks@ci.hastings.mn.us.
