National Incident Management System

The City of Hastings Emergency Services has used a formal Incident Command/Incident Management system for many years.  In 1991, the Minnesota State Legislature established MN Statute 115 E, which requires the commissioner of public safety to establish and implement an Incident Command System (ICS).  This command system was also known at the Minnesota Incident Management System (MIMS).

In February 2003, President Bush issued Homeland Security Presidential Directive # 5, which requires the establishment and maintenance of the National Incident Management System (NIMS).  This is for a common and consistent nationwide approach to domestic incidents.

Minnesota’s Division of Homeland Security and Emergency Management, Dakota County and the City of Hastings are recognized for having longstanding and well-developed Incident Command training programs, which have placed us well ahead of many states in implementing the National Incident Management System.

The City of Hastings has formally adopted the National Incident Management System and is in compliance with all current NIMS requirements.
