Proposed Storm Water Utility

This summer, the Hastings City Council directed City staff to take up the study of implementing a Storm Water Utility fee as an alternative means of funding storm water infrastructure maintenance and improvements, required storm water system inspections and reporting, and the administration of policies relative to forthcoming mandates by the Minnesota Pollution Control Agency, Environmental Protection Agency, and local watersheds. 

Over the past several months, City staff has been working with WSB & Associates, a consulting firm from Minneapolis, to develop concepts and criteria on which a storm water utility would be based, the costs that would be funded by the utility, and a proposed rate structure for the utility fee.  If enacted, funding of storm water related expenses would no longer be contributed by the General Tax Levy, but through the collection of fees on a Utility Bill. The City Council will be requested to take action on the proposed utility in December of 2009, with the intent that if it is approved, the utility fee would be implemented at the start of 2010.

The City will be holding an open house on Thursday, November 12th at City Hall from 3:30pm-6:30pm, with formal presentations to take place at 4pm, 5pm, and 6pm in the City Council Chambers.
