Payment must be received in the City Hall on or before the due date to avoid late fees. Postmark dates are not used. Utility bills incur a late fee if not paid on the due date. A late fee of the outstanding bill amount is assessed after the due date of the 20th or the next business day after the 20th if the date falls on the weekend. Click here for late fee rates. The City of Hastings will accept payments in a variety of ways:
ACH Plan (Utility bills only)
Save time and postage, and avoid late fees. Sign up to have your payment taken automatically from your savings or checking account on the due date. Download or call City Hall to request the form and send it along with a voided check for a checking account, or a savings deposit for a savings account to City Hall-Finance dept. You will know you are signed up for ACH-Pay Plan when your statement arrives and says: “DO NOT PAY-BANK PAY.” To cancel this payment plan, customers must cancel by notifying the city in writing.
CC-Pay Plan (Utility Bills only)

Download the form or call City Hall to request the form and send it back to the City of Hastings Finance Department. You will know you are signed up for the CC-Pay Plan when your statement arrives and says: “DO NOT PAY-CREDIT CARD PAY”. To cancel this payment plan, customers must cancel by notifying the city in writing.

There is $1.25 usage charge for this web service. This is not a City of Hastings charge, but is a fee by the company who hosts this service for the City.

If your check or ACH payment is returned to us by your bank, your account will be charged a returned check fee. Click here for returned check fee. If your account becomes past due because of the returned check, late fees will be applied and disconnection may occur.
When an account remains unpaid after the second notice, a disconnection notice is sent and the water will be shut off if not paid before the disconnect date. After the shut off has occurred, there is a reconnect fee that needs to be paid in addition to the outstanding balance before the water will be turned back on. Click here for reconnect fee.
Delinquent water bill assessed to taxes
On or before October 1st each year, all accounts with an amount past due will be sent a notice of possible assessment of that amount. This notice will be sent to the property owner of record. If no payment is received before December 1st, the bill will be assessed to the property taxes for collection on the next year’s tax statement.
