The Hastings Housing & Redevelopment Authority is a City agency providing redevelopment and rehabilitation assistance for commercial and residential property.

The HRA has tools to assist private developers with the commercial, residential or mixed use redevelopment projects throughout the City. Activities such as acquisition, clearance, infrastructure, rehabilitation, and historic preservation require establishing a redevelopment area and financing plan, such as tax increment, with City Council approval. A Downtown Redevelopment Area and tax increment district have been established. The HRA can also issue tax-exempt revenue bond financing for non-profit health care and multi-unit housing projects.
